Eligibility Criteria:

BACKGROUND AND RATIONALE


The implementation of the Right of Children to Free and Compulsory Education (RTE) Act, 2009 requires the recruitment of a large number of teachers across the country in a time bound manner. In spite of the enormity of the task, it is desirable to ensure that quality requirement for recruitment of teachers is not diluted at any cost. It is therefore necessary to ensure that persons recruited as teachers possess the essential aptitude and ability to meet the challenges of teaching at the primary and upper primary level. In accordance with the provisions of sub-section (1) of Section 23 of the RTE Act, the National Council for Teacher Education (NCTE) had vide Notification dated 23rd August, 2010 laid down the minimum qualifications for a person to be eligible for appointment as a teacher in classes I to VIII. It had been inter alia provided that one of the essential qualifications for a person to be eligible for appointment as a teacher in any of the schools referred to in clause (n) of section 2 of the RTE Act is that he/ she should pass the Teacher Eligibility Test (TET) which will be conducted by the appropriate Government in accordance with the Guidelines framed by the NCTE. The rationale for including the TET as a minimum qualification for a person to be eligible for appointment as a teacher is as under: i). It would bring national standards and benchmark of teacher quality in the recruitment process;ii). It would induce teacher education institutions and students from these institutions to further improve their performance standards;iii). It would send a positive signal to all stakeholders that the Government lays special emphasis on teacher quality The Ministry of Human Resource Development, Govt. of India has entrusted the responsibility of conducting the Central Teacher Eligibility Test (CTET) to the Central Board of Secondary Education which shall be held on 26.6.2011.



SHORT TITLE


These rules will be called as "Central Teacher Eligibility Test Rules, 2011"(CTET).


DEFINITIONS


i). "Government" means "Government of India".


ii). "Ministry" means "Ministry of Human Resource Development, New Delhi".


iii). "Board" means "Central Board of Secondary Education, Delhi".


iv). "School" for this purpose means any school affiliated with CBSE.


v). "CTET" means "Central Teacher Eligibility Test".


vi). "Qualifying Examination" means "Examination on the result of which the candidate becomes eligible to apply for admission to Central Teacher Eligibility Test".


vii). "Rules" means "The rules specified by the Central Board of Secondary Education for the conduct of CTET under the directive of Ministry of Human Resource Development, Govt. of India, New Delhi.".


viii). "Scheduled Castes" means "Scheduled Castes as specified and laid down by the Government of India".


ix)"Scheduled Tribes"means "Scheduled Tribes as specified and laid down by the Government of India".


x). "Other Backward Classes (OBCs)" means "Other Backward Classes as specified and laid down by the Government of India or by the respective States/UTs as the case may be".


xi). "Differently abled persons" means "Differently abled persons as specified and laid down by the Government of India or the respective States/UTs, as the case may be".


APPLICABILITY


i). The CTET shall apply to schools of the Central Government (KVS, NVS, Tibetan Schools, etc) and schools under the administrative control of UT of Chandigarh and Andaman & Nicobar Islands.


ii). CTET may also apply to the unaided private schools, who may exercise the option of considering the CTET.


iii). Schools owned and managed by the State Government/local bodies and aided schools shall consider the TET conducted by the State Government. However, a State Government can also consider the CTET if it decides not to conduct the State TET. Frequency of conduct of CTET and validity period of CTET certificate: The CTET is presently being conducted annually. The Validity Period of CTET qualifying certificate for appointment will be seven years for all categories. There is no restriction on the number of attempts a person can take for acquiring a CTET Certificate. A person who has qualified CTET may also appear again for improving his/her score.

Army Welfare Education Society (AWES) has notified the dates for the Written Admission Test (WAT) for admission to the various Programmes in the Institutions under it, for 2011-12. The Programmes include B.Ed, BDS, MDS, B.Sc Nursing, MBBS, Bachelor of Hotel Management, PG Diploma in Fashion Design, PG Diploma in Apparel Merchandising & Logistics Management, B.Sc (Fashion and Apparel Design). ELIGIBILITY CONDITIONS: In order to apply for admission, the applicant must fall into one of the following categories: (a) Wards of serving Army personnel with minimum 10 years continuous service in the Army (b) Wards of ex Army personnel granted/ awarded regular pension, liberalized family pension, family pension or disability pension at the time of their superannuation, demise, discharge, release medical board/ invalided medical board. This includes wards of recruits medically boarded out and granted disability pension (c) Wards of ex Army personnel who have taken discharge/release after ten years of service (d) Adopted /Step Children and Children of Remarried Widows: (i) Adopted Child of Army personnel who completed 10 years service, adopted at least five years prior to seeking admission. (ii) Step Children are eligible provided they are born out of a wedding where at least one parent belonged to the Army and completed 10 years service. (iii) Children of Widows of Army personnel who are born as a result of second marriage with Army personnel. However, children of widows of Army personnel born out of remarriage with Non-Army personnel would not be eligible for admission. (e) Eligibility Criteria in Special Cases: Eligibility Criteria for Wards of Ex Army Medical Corps Officers/Army Dental Corps Officers Presently Serving with IN/IAF. Wards of only those ex Army medical officers /Army Dental Corps officers, presently serving with Indian Navy or Indian Air Force who have served with the Army for 10 years, are eligible. (f) Eligibility Criteria for Children of APS Personnel: (i) Children of APS personnel classified as Ex-servicemen as per Govt of India, Ministry of Defence letter No 9 (52)/88/D(Res) dated 19th July, 89. (ii) Children of those APS personnel who are on deputation and who have put in 10 years of service in the Army. (iii) Children of APS personnel, who are directly recruited into APS who have competed 10 years of service and of those who as per their terms and conditions of service, retired from APS without reversion to P&T Department after completing their minimum pensionable service of which 10 years was in the Army.


(7) Eligibility Criteria for Children of MNS/TA Personnel: (i) Children of only those members of MNS who have 10 years service as regular Army MNS Officer or are in receipt of pension from the Army (ii)Children of only those TA personnel who have completed 10 years of embodied service. B. Ed: Full time, B Ed Programmes of 1- Year duration is offered at 3 Institutes. (i)Army Institute of Education (AIE), New Delhi: Applicants should be Graduate (except Commerce) with minimum 45% aggregate marks, and should be below 35 years of age, as on 1st August 2011. There are 100 seats for the Programme, affiliated to Gur Gobind Singh Indraprastha University, Delhi. The Institute is located at Kandhar Lines, Ring Road Delhi Cantt, New Delhi-10010. Admission Test for B Ed: The Combined Written Admission Test (WAT) for AIE, ACE and AIHE will be held on 17th April, 2011 (Sunday) from 9.30 hrs to 12.30 hrs at Pathankot, Jalandhar Cantt, Ambala, Delhi, Jaipur, Jodhpur, Dehradun, Lucknow, Bhopal, Pune, Secundrabad, Bangalore, Kolkota, Guwahati, Danapur. The candidates will be required to report at their respective examination centers at 0900 hrs. CWAT will consist of 150 objective type test items from (i) Intelligence and Reasoning Test (ii) General Awareness Test (iii) English Language Competency & Comprehension Test and (iv) Education/Aptitude for Teaching Test. The medium of the test will be English. There will not be any negative marking. Prospectus: The Cost of Prospectus is Rs 450/- if required by Registered Post and Rs 400/- if being collected by hand. Candidates have to apply to each institution separately (AIE, ACE, AIHE) if desirous to be considered for more than one institution. Army wives/war widows also eligible. Applicants should read the Prospectus, for the details of the special eligibility conditions for B.Ed Colleges. NATA Registration commences


The Registration for the National Aptitude Test in Architecture (NATA), the Aptitude test required for admissions to 1st year B.Arch at all Institutes/Schools/Colleges of Architecture in India (including Government, Govt-aided, Private Unaided, University Depts., Deemed Universities, etc.), offering B Arch, has commenced at the different Test Centre, as per the information given at http://www.nata.in/www/Home.aspx


The Test is aimed at measuring the aptitude of the applicant for Architecture and will measure the drawing and observation skills, sense of proportion, aesthetic sensitivity and critical thinking ability, related to Architecture. NATA scores are used by admitting authorities in addition to the marks in 10+2 or equivalent examination for assessing the merit of applicants’ for admission to the B Arch Course.


NATA is offered at designated Test Centers located at Colleges /Schools of Architecture in India. Updated list of Test centers is available at http://www.nata.in/www/TestCenters.aspx Those intending to take NATA have to first register for the same. The NATA Pre-Registration form is available at http://www.nata.in.


Applicants can fill up the form online, take a print out of the same and take it to the identified test centre for registration. Appointments are scheduled on a first-come, first-served basis. Pre- Registration forms can also be obtained from Test Centers.


NATA Test Fees is Rs. 800/- which is to be paid at the time of Registration by way of a Demand Draft/ Postal Order/Banker’s Cheque, drawn in favour of ‘Council of Architecture’, payable at New Delhi. The DD, along with Pre-registration form and other supporting documents is to be submitted at the Test center at the time of Registration.


Candidate has to carry the documents listed below when reporting for registration.(i) Attested copy of the Mark list of Class X or equivalent examination (ii) One recent passport size colour photograph, to be pasted on the registration form(iii) Attested copy of any valid document of identification bearing photograph and signature of the candidate(iv) Test fees in the form of Demand Draft taken in favour of ‘Council of Architecture’, payable at New Delhi


Applicant should also have a valid email address. In case the applicant does not have one, he/she may open an email account. The applicant will have to declare to the Test center coordinator whether the applicant is taking NATA exam for the first time or has already taken it earlier.


On submission of the filled up Pre- Registration form along with the necessary documents and fee; the applicant will get a Receipt cum Appointment Voucher with date and time, from the Test Center. The Receipt cum Appointment voucher should be checked for the correctness of the entries. The Appointment voucher will also show the Candidate ID, Appointment Number and Exam Key. The Appointment Number and Exam Key are to be used by the candidate to log in at the time of the test. There are two counterfoils on the appointment voucher. The applicant has to sign the counterfoil in presence of the Hall supervisor at the time of the test, and hand over the same to him / her. Candidates should not sign the counterfoil in advance. The candidate will be required to sign the Test Center attendance register before and after the test session and any time the candidate leaves or enter the testing room. Appointment once scheduled cannot be cancelled or rescheduled. NATA test fees will not be refunded.


Reporting for NATA: Applicant should report for the test, at least 30 minutes, before scheduled time of the test. along with an acceptable and valid Identification Document ID with signature, details of which are mentioned on the receipt cum appointment voucher, and Appointment voucher for being admitted to a Test Center.


Candidates should bring


(i) Official identification document mentioned on the receipt cum appointment voucher (details can be had from the Brochure).


(ii) The receipt cum appointment voucher issued to the candidate at the time of registration.


(iii) Three or four sharpened soft-lead (2B & HB) pencils and a good eraser (Pencils and erasers will not be supplied at the Test Center.) Mechanical pencils are not permitted.


(iv) Set of colours (Water/ Poster colours, crayons, pastels) with appropriate instruments (Brushes, dish, etc.)


(v) Geometry instrument box.


(vi) Blue ink pen / Blue ink ball point pen.


Test: NATA has two parts, a paper based Drawing Test of two hours duration and a Computer based online Aesthetic Sensitivity Test of one hour. (Practice Tests are usually made available at the NATA website). In the Drawing Test, the candidate has to attempt two questions. One of the questions has two sub questions. The drawing aptitude is judged on (i) the ability to sketch a given object proportionately and rendering the same in visually appealing manner.(ii) Visualising and drawing the effects of light on the object and shadows cast on surroundings.(iii) Sense of perspective drawing.(iv) Combining and composing given three dimensional elements to form a building or structural form.(v) Creating interesting two dimensional composition using given shapes and forms.(vi) Creating visual harmony using colours in given composition.(vii) Understanding of scale and proportions.(viii) Drawing from memory through pencil sketch on themes from day to day experiences. Candidate should attempt the question on the drawing paper supplied by the test center, on the side where barcode is printed. The Appointment number, Candidate ID and test center stamp with supervisor’s signature should be on the reverse side of the paper. At the conclusion of the test the candidate should return the Answer sheet (drawing paper) and question paper to the test supervisor. The drawing paper will be examined by the designated examiners over the internet in absence of the candidate and marks will be uploaded to NATA server. The Aesthetic Sensitivity Test is a computer based test where candidate has to answer 40 multiple choice questions. The aesthetic sensitivity test measures perception, imagination and observation, creativity and communication along with architectural awareness and comprises of(i) Visualising three dimensional objects from two dimensional drawings(ii) Visualising different sides of three dimensional objects(iii) Identifying commonly used materials and objects based on their textural qualities(iv) Analytical reasoning(v) Mental Ability(vi) Imaginative comprehension and expression(vii) Architectural awareness. The candidate’s score will depend on his / her performance on the questions given and on the number of questions answered in the time allotted. There is no Negative marking in this test. The Computer based test will be given after completing the Paper based test. There is an optional 10-minute break after the Drawing section. Candidates will be provided with rough paper. The candidate is not permitted to take his/ her own rough paper for the test. If the candidate needs to leave his / her seat at any time, he / she must raise his / her hand for permission; timing of the section will not stop. If at any time during the test the candidate has a problem with his / her computer, or for any reason needs the attention of the administrator, the candidate shall raise his/ her hand. When the test gets disrupted because of failure of internet connectivity or electricity supply failure, candidate can resume the test from the point of disruption onwards if resumed within four hours. In case disruption lasts for more than four hours the candidate may have to give entire test again. Score card / Mark list: The score cards of NATA will be available on NATA website in e-format. Usually, the score cards will be posted at the website, on the fourth working day after the test. The candidate, after fourth day may check his/her score directly from website giving his / her candidate ID. Print out of such score card will be only for reference and information. Candidates may use the print out of this score card while applying for the admission. Original score card will be retrieved by the admission authority directly from NATA server. Candidate’s scores are retained for two years following the testing year in which the candidate tested. NATA can be given as many number of times as desired by the candidate. Test fees have to be paid in full for every attempt. The mark list will show the average of marks scored by the candidate in the last attempt and previous valid score. Candidates should not register for repeat attempt unless the score card for previous attempt is received. Candidate, while seeking the repeat test appointment must inform the test center of the previous attempts and present copy of previous Appointment voucher/ Score card. If any candidate is found registering afresh despite of earlier appearance for NATA he/ she will forfeit his candidature, his all previous scores will be cancelled and he/she will be barred from appearing for NATA again. NATA can be given on any working day till 25th September every year at designated Test Centers. However, some test centers may stop conducting tests even before this date. Candidates may check the dates of examination with the center concerned. Government of India in consultation with Reserve Bank of India (RBI) and Indian Banker's Association (IBA) has framed a Comprehensive Educational Loan Scheme to ensure that no deserving student in the Country is deprived of higher education for want of finances. The new scheme covers all type of courses including professional courses in schools and colleges in India and abroad. The salient features of the scheme are as under: The scheme envisages loans up to Rs.7.5 lakh for studies in India and up to Rs. 15 lakh for studies abroad. For loans up to Rs. 4 lakh no collateral or margin is required and the interest rate is not to exceed the Prime Lending Rates (PLR). For loans above Rs. 4 lakh the interest rate will not exceed PLR plus 1 percent. The loans are to be repaid over a period of 5 to 7 years with provision of grace period of one year after completion of studies


Tax Benefit


Repayment of an education loan is deductible under section 80E of the Income Tax Act. The yearly limit for deduction is Rs. 40,000 (for both the principal and the interest). Only loans taken for higher education - fulltime studies in any graduate or post-graduate, professional, and pure and applied science courses - may claim deduction. The deduction will be available for a maximum of eight years starting from the day you start repaying. Equitable Access to quality higher education has been a concern of the University Grants Commission. To this purpose the Commission, besides encouraging colleges and Universities to provide for liberal financial support to the meritorious but needy students, has also been instrumental in educational loan scheme. Eligibility:


Candidates appeared / passed 10+2 level science examination of any recognized Board with 60% (Open) and 55% (Reserved) are eligible to apply.


Reservations:


50% seats are reserved for SC, ST, DT, NT & OBC candidates from Maharashtra as per Maharashtra Govt. rules. 3% seats are reserved for physically handicapped students. 50% seats for open category candidates, of which, 70% are reserved for candidates from Maharashtra and 30% are for candidates outside Maharashtra.

National Institute for Empowerment of Persons with Multiple Disabilities (NIEPMD), Chennai has invited applications from eligible candidates for admission to the following courses recognized by RCI, Govt of India, New Delhi for the academic year 2011-12:


(i) B.Ed-Special Education (Multiple Disabilities)


Eligibility: A Bachelor degree from an UGC approved University in any of the Secondary School subjects in the pattern of 10+2+3 or 11+1+3 with minimum marks of (OC - 50%, BC-45%, MBC/DNC - 43%, SC/ST -40% OR PG Degree in Economics, Commerce, Home science, Political Science, Sociology, Psychology, Philosophy, Logic and Indian Culture from an UGC approved University with minimum marks of 50%)


(ii) Diploma in Special Education (Deaf blindness)(Eligibility: A pass in 10+2 /H.Sc / Intermediate)


(iii) Diploma in Special Education (Cerebral Palsy)(Eligibility: A pass in 10+2 /H.Sc / Intermediate)


(iv) Diploma in Special Education (Autism Spectrum Disorders)(Eligibility: A pass in 10+2 /H.Sc / Intermediate)


(v) Certificate course in Prosthetic & Orthotic (CPO): (Eligibility: Certificate from I.T.I in any of the trades of Fitter / Carpenter / leather (or) A pass in SSLC/ X std / Matriculation with 2 yrs working experience in a recognized P&O centre)
